Finland Licence Queue Reaches 50 as Operators Target 2027 Launch
Finland’s new gambling regime has drawn 50 B2C licence applications months after the window opened. The figure puts pressure on applicants and the regulator before the market opens in July 2027

The National Police Board has received 50 gambling licence applications since the process opened on March 1, 2026. The authority has no fixed deadline for submissions, but timing now has a clear commercial impact.

Applications Start to Test Capacity

Licences will not be effective until July 1, 2027. For operators wishing to enter the market from the very first day, there must be sufficient time to get their applications processed, address any queries raised, do the technical work, and prepare for the launch.

The current target processing time is around six months. The substantive review starts only after the €29,000 processing fee has been paid.

The regulator has urged applicants to submit complete files and avoid repeated status enquiries. The message is clear: both missing documents and unnecessary follow-ups can slow the review.

Foreign Applicants Add Review Work

The review is not limited to checking whether forms are complete. The National Police Board examines the reliability and suitability of applicants through documents such as register extracts, certificates, and financial statements.

The process is more complex because the majority of applicants are foreign companies. In some cases, the regulator may also request information about companies linked to the applicant, especially if they help finance the Finnish launch.

This creates an early filter. Though large international firms can afford the preparation of elaborate documents, the task will be more difficult for others.

Finland Keeps a Staged Reform

Finland is partially ending Veikkaus’ monopoly in selected online verticals. Betting, online casino games, online slots and online money bingo will open to licensed competition from July 1, 2027.

Before that date, Veikkaus retains its existing monopoly within mainland Finland. The National Police Board will remain the licensing and supervisory body until the end of June 2027. The Finnish Supervisory Agency will take over from July 2027.

This gradual approach allows the companies to prepare accordingly, although some uncertainty remains in the market. Filing a licence application does not guarantee that an operator will be ready to launch.

Software Licensing Comes After Operators

The B2B tier comes afterwards. Software suppliers for gambling operations may make applications for software licenses beginning on July 1, 2027. Starting on July 1, 2028, licensed operators are required to have software provided by a licensed supplier.

This creates a one-year transition period for platform providers, games companies, and any other partners who provide technology. Operators that choose to start operating in Finland will have to deal with supplier risk.

The 50-application figure confirms strong interest in Finland, but it also shows why the next year will be about execution rather than demand. The regulator’s capacity, the quality of applications, and supplier readiness will shape the first wave. A crowded licence queue may lead to a competitive opening, but only prepared operators are likely to reach July 2027 without delays.
