Deloitte Flags Two Control Gaps Ahead of LaVie Online Launch

Deloitte Flags Two Control Gaps Ahead of LaVie Online Launch
LaVie Resort & Casino Manila is targeting a November launch for its self-operated online platform. Deloitte found two medium-risk issues in the proposed controls: missing repeat AML checks for registered players and betting-time limits that had yet to be implemented.

International Entertainment Corporation (IEC), LaVie’s parent company, disclosed the findings in an October 30 filing with the Hong Kong Stock Exchange. Deloitte Advisory (Hong Kong) reviewed the internal control system prepared for the casino’s Phase Two online operations.

Existing Players Need Repeat AML Checks

Deloitte found no mechanism to re-screen existing player accounts for anti-money laundering purposes. Betting-time limits required under player protection provisions were also missing.

The review identified another issue involving external AML service providers. NCLI’s current policy lacked procurement requirements for third parties hired to carry out AML-related work. Deloitte classified this separately as an area for management improvement.

The consultant found no significant deficiencies in the overall design of the proposed control system. IEC said its Philippine subsidiary, New Coast Leisure Inc. (NCLI), had accepted the recommendations and would implement them.

November Launch, December Review

IEC expects the control improvements to be completed in or around November. Deloitte will then carry out another assessment, with its report due before the company’s board around December 2026. IEC plans to disclose the findings afterward.

Meanwhile, the online platform remains in integration and final testing. Commercial operations are scheduled to begin in mid-to-late November.

Phase Two also changes who runs the business. IEC previously worked with other Philippine gaming operators during Phase One. Under the new model, NCLI will handle the platform itself, including software, staffing, KYC/AML checks and customer support.

Players in the Philippines will be able to access streamed casino tables, remote slot-machine games and electronic titles. The company says it has secured the necessary PAGCOR approvals. Its timetable places the planned opening in November, with Deloitte’s follow-up findings expected the following month.
