Google Eases YouTube Gambling Targeting in 3 Countries

The updated Google Ads policy does not identify every gambling product covered by the new permission. Online casinos, prediction markets and gambling-related information remain classified as sensitive content.
Player Lists Stay Off Limits
Google draws a line between audiences it builds and those assembled by advertisers. In-market and Affinity segments remain on the supported list, along with location targeting and certain demographic options. Customer Match, Your data segments, Audience expansion and Lookalike segments are restricted for sensitive content.
An operator can therefore use eligible Google audiences to reach potential customers. Uploading its own player database for YouTube remarketing is still outside the permitted targeting methods.
Custom segments come with a separate catch. Google lists them as supported, but sensitive ad creatives or landing pages make them ineligible for all campaigns outside Display. Even there, delivery is limited to non-sensitive audiences or contextual targeting.
Two YouTube Rule Changes in Nine Days
The personalization update follows another Google advertising change on October 21, when more certified gambling advertisers became eligible for YouTube Masthead placements. A previous 15M review found that the Masthead exception excludes gambling-promoting advertisers not subject to mandatory state or national registration.
The October 30 change concerns audience targeting, not Masthead eligibility. Google certification and local licensing requirements still apply. Advertising cannot target minors or use health information associated with gambling-related harm. Personalized advertising for land-based gambling also requires a separate opt-in.
The company has not published a complete list of gambling products eligible for the new YouTube permission.
