Konami Is the First Supplier to File for Licenses in Japan

The Japanese casino market is still very new, and its first big project is still under construction. Even so, suppliers have already started to stake their claims. Konami is the first among them.
Early Entry into the Regulated Market
Konami announced its filing on Wednesday. The company says it is the first supplier to submit papers for all categories of manufacturer licenses the regulator has set out. Konami Gaming is a division of Japan’s Konami Group, but the company itself is based in the United States.
The JCRC handles licenses for operators and suppliers under Japan’s integrated resort access system. By filing, Konami has gone straight to the body that signs off on suppliers for this sector. The company says the early filing shows it wants to take part in the Japanese market from the very start.
MGM Osaka Sets the Pace
The filing comes while MGM Osaka is still under construction. It is Japan’s first integrated resort with a casino and, so far, the only project of its kind the country has approved. The opening is set for 2030. MGM Resorts International and Japan’s Orix lead the project, and it has become the core piece of Japan’s casino market launch.
The fact that Konami filed so far ahead of the opening, and while the build is still going, shows how suppliers already line up for the future market. The company says it has put real resources into localization, paperwork, and operational planning to meet Japan’s legal, regulatory, and cultural demands.
How the French Market Works
Konami has placed particular emphasis on compliance with regulations, rather than simply entering the market. The company’s Chief Compliance Officer, Lori Olk, stated that the application demonstrates a willingness to work with the Japanese regulator from day one. Tom Jingoli, President and Chief Operating Officer of Konami Gaming, noted that preparing the applications required coordinated efforts across various departments and jurisdictions.
According to him, as Japan’s integrated resort system develops, the company intends to continue supporting the regulator’s objectives and collaborating with market participants. This move gives Konami an early foothold in a market that is still taking shape. While MGM Osaka is under construction and Japan’s integrated resort system is only just forming, the licensing of suppliers is part of laying the groundwork for the country’s future casino sector.
