Germany Has Relaxed the Betting Limit on Online Slots and Tied It to Player Behavior

Previously, the uniform €1 limit applied to all players. This is a significant shift for a market that was considered one of the strictest in Europe. It is also the first time the regulator has actually exercised its right to change the betting limit.
How the New Limits Work
The old €1 betting limit has been retained only for players under 21. Adults 21 and older are now allowed to bet up to €3 per spin. The €5 maximum is available to those who have shown no signs of problem gambling over the past 90 days.
It is no longer possible to receive a high limit immediately after registration. The right to place larger bets must be earned through calm and responsible play over time. This approach embeds control directly into the bet size.
This is the first step of its kind for the regulator. The GGL, the joint state gambling authority, has long had the authority to adjust slot machine limits, as stipulated in an inter-state agreement. However, the regulator had not exercised this authority until now.
he Reason Behind the Regulator’s Decision to Ease the Rules
The reason lies in competition with offshore operators. German regulations are considered among the strictest in Europe, and some players are turning to unlicensed sites where there are no betting limits. The uniform €1 limit made legal slots significantly less attractive than what illegal sites offer.
According to the GGL’s 2025 annual report, the legal segment accounts for about 77 percent of all online activity. Operators dispute this estimate and say that the black market’s share is growing and is already in the mid-double digits. A higher betting limit should bring some of these players back to the regulated market.
What This Means for the Market
Germany legalized online slots and poker at the federal level in 2021 as part of the fourth Interstate Treaty on Gambling. From the very beginning, the market has operated under strict conditions. These include mandatory breaks between spins, solvency checks, and centralized oversight of player protection.
The new measure does not overturn this approach. It embeds monitoring directly into the bet size, because access to the €5 limit depends on how a person has played over the past three months. Industry associations supported the decision and saw it as a signal that the regulator is willing to revise the rules to reflect the actual market situation. Player traffic data in the coming months will show whether this measure will bring the audience back from offshore sites.
