2 of 3 PAGCOR Payment Providers Had Yet to Start Operations by September 17

2 of 3 PAGCOR Payment Providers Had Yet to Start Operations by September 17
Two of the three companies in PAGCOR's payment gateway accreditation register had not begun commercial operations as of September 17, 2026. A separate check of the Philippine central bank's records shows that all three had payment-system registrations dating back to 2022.

The Philippine Amusement and Gaming Corporation’s September 17 list of accredited support service providers names ARX Inc., AllBank (A Thrift Bank) Inc. and Magic Payment Inc. under “Payment Gateway Solutions / Payment Channel.”

AllBank and Magic Payment carry an asterisk in the document. PAGCOR explains that the mark identifies providers that “have yet to commence commercial operations.” ARX is listed without that qualification.

PAGCOR Also Lists Four Other B2B Service Categories

PAGCOR’s document covers other B2B services too. It lists four customer-service entries, three marketing-service entries, three KYC or membership-system entries and one independent testing laboratory. A company can appear in more than one category, so those figures should not be added up as a count of separate suppliers.

All Three Had BSP Registrations in 2022

The names also appear in the Bangko Sentral ng Pilipinas’ register of payment-system operators, dated August 28, 2026. The BSP records show these registration dates:

  • Magic Payment Inc. – June 27, 2022;
  • ARX Inc. – July 18, 2022;
  • AllBank (A Thrift Bank) Inc. – December 20, 2022.

All three received BSP payment-system registrations in 2022. Those dates do not establish when the companies applied for PAGCOR accreditation or began offering gaming-related services. The September PAGCOR list separately marks AllBank and Magic Payment as having yet to commence commercial operations.

BSP payment-system registration and PAGCOR gaming-sector accreditation serve different purposes. Neither register identifies a particular casino or sportsbook client for these companies. The September list also does not say when AllBank or Magic Payment expects to start.

The Accreditation Deadline Passed in July

PAGCOR’s May 21 memorandum allowed existing contracted B2B providers that filed applications by May 31 to continue operations through July 31 while their applications were assessed. It set August 1 for decommissioning affected systems where accreditation requirements were not completed.

The September register postdates that transition period. The asterisks beside AllBank and Magic Payment do not, by themselves, indicate a violation or an expired approval. They say only that commercial operations had not started. PAGCOR has not published a projected start date in this list.
