13 of 26 Fully Regulated iGaming Markets Date From 2016 or Later
The latest State of iGaming 2026 database puts 26 of 35 tracked jurisdictions in the fully regulated category. Half of those markets carry framework dates of 2016 or later.

The State of iGaming 2026 was updated on September 25. Another three jurisdictions are classed as transitioning, five as partially regulated and one as banned.

iGamer also says 17 of the 35 regimes were introduced during the past decade. Nine fall within the past five years.

15M looked only at the 26 markets in the fully regulated column. The split there is exact: 13 carry a Since date of 2016 or later, and 13 pre-date 2016

Thirteen Markets Make Up the Newer Group

The post-2015 group in the database includes Gibraltar, Czechia, Germany, Malta, the Netherlands, Colombia and Sweden. It also includes Ontario and five US states: Connecticut, Michigan, Pennsylvania, Rhode Island and West Virginia.

That Since field needs some care. It records the framework date used by the database. It is not necessarily the year in which gambling first became legal in that market.

Tax rates vary sharply inside the group. Based on the numeric headline rates shown in the dataset, 15M calculates a median of 20% across the 13 newer frameworks. For the other 13 fully regulated markets, the median is 24.5%.

So the newer group does not, at least on this measure, show a higher median rate. The comparison is only a headline one. The database includes different tax bases, and a percentage charged on GGR cannot automatically be compared with a levy calculated on stakes or another base.

iGamer puts the median headline GGR tax across its wider tracked set at 20%.


Some September Data Has Already Aged

One part of the September 25 page is already out of date. The report listed eight regulatory changes as still due to come into force. Two of the dates attached to those changes have since passed.

In Britain, the Gambling Commission’s updated RTS 12 requirements on financial limits took effect on September 30. Malta’s revised gaming tax and VAT framework came into force on October 1.

The figure of eight pending changes therefore describes the September 25 snapshot. It is not a current October count.
