Uzbekistan Adds GLI to Approved Testing List as Licenses Go Live

Uzbekistan has added Gaming Laboratories International to the testing laboratories whose reports are accepted under its gambling framework. The step comes as the regulator’s public register now shows four licenses issued to two operators.

Gaming Laboratories International, or GLI, said on August 25 that it had been formally listed by Uzbekistan’s National Agency for Prospective Projects, known as NAPP. The listing allows operators and suppliers to use GLI certification reports when preparing gaming products for the regulated Uzbek market. Independent testing is one of the technical stages companies have to address before products can move toward launch.

For international suppliers, the addition also provides a testing route through a laboratory already used in many other regulated jurisdictions. They can now work with GLI when preparing products for Uzbekistan instead of relying only on laboratories previously recognized under the local framework.

License Register Now Shows Two Operators

Uzbekistan has started moving beyond the rulemaking stage. NAPP’s license registry, updated in August, lists four licenses issued on July 31.

Two belong to Olimpbet LLC and another two to Aurum Vale LLC. Their registered domains are olimpbet.uz and oltinbet.uz respectively. Each company appears under two separate license categories.

Uzbekistan introduced its new framework for online betting, lotteries and internet-based games of chance from January 1, 2025. NAPP was placed in charge of licensing and regulatory oversight.

The new entries in the register show that the licensing process has now produced its first operator approvals. That changes the picture from earlier in the year, when the regulated sector existed largely through legislation and technical preparation.

NAPP Is Still Finalizing Technical Rules

Some of that preparation is continuing. GLI said its representatives met NAPP leadership earlier in August to discuss the framework and the laboratory’s role in the market. According to the company, parts of the technical structure are still being established. GLI remains in contact with NAPP while those requirements are refined.

The laboratory approval therefore arrives during the market rollout rather than after the framework has been fully completed. Uzbekistan now has licensed entities in its register and an accepted route for independent product testing at the same time.

For suppliers, the immediate change is specific: GLI reports can now form part of the compliance process for Uzbekistan. The license register is already populated, but unfinished technical rules mean the market is still in its implementation stage rather than a settled operating phase.
