Google to Allow Online Casino Ads on YouTube Masthead October 21

Google set the date in an October 7 policy notice. The previous exception covered sports betting, while other online gambling advertisers were excluded. That distinction is now being removed for eligible businesses.
The change doesn’t give every licensed casino access to the placement, though. Google’s existing restrictions on gambling advertising still determine which advertisers qualify and where their campaigns can appear.
Casino Ads Remain Restricted by Country
The new rules won’t work the same way everywhere. Canada and Australia are two examples:
- Canada. Google allows online casino advertising there, but operators need a provincial licence and may target only that province. A casino licensed in Ontario cannot use the new Masthead access to advertise across Canada.
- Australia. Sports betting and lotteries appear among Google’s permitted online gambling categories, but online casinos don’t. The October update leaves those country-specific rules untouched.
Advertisers also need Google’s gambling certification for the markets they want to target. Landing pages must include responsible gambling information, and gambling ads cannot target minors.
Affiliate Sites Face a Different Rule
There is a specific exclusion in Google’s announcement. Advertisers promoting online gambling content without mandatory state or national registration requirements won’t be covered by the new Masthead permission.
This can affect casino comparison sites and affiliates that don’t operate gambling products themselves. They may qualify for other Google Ads placements but cannot assume the same certification gives them access to Masthead.
Google had already tightened its certification framework in September. As 15M reported, the requirements now take account of advertisers’ compliance histories and the records of their manager accounts.
Google TV Still Has Its Own Restrictions
There is another Masthead placement that the October announcement doesn’t address: Google TV. Under Google’s September rules for that format, sports betting remains permitted, along with daily fantasy sports targeting the US and Canada. Online casino ads are still excluded.
The October 21 change concerns YouTube’s homepage. It doesn’t give casino advertisers permission to use the Google TV Masthead.
The Casino Can Advertise. Can Its Affiliate?
A licensed casino may be able to buy Masthead space while a comparison site promoting that same casino may not. Before adding the placement to an October media plan, affiliate teams need to check who is actually placing the ad. Approval to promote a casino elsewhere on Google doesn’t automatically mean access to YouTube’s homepage.
