OpenAI Bars Gambling Ads as ChatGPT Expands Across Europe
Gambling brands are excluded from ChatGPT Ads as OpenAI opens the platform to more European advertisers. The rules also prevent ads from appearing around conversations about betting and other regulated products.

ChatGPT Ads became available in the Netherlands and other European markets on August 24. OpenAI later opened self-service access through Ads Manager across the rollout markets on August 31.

Gambling Faces Two Separate Restrictions

OpenAI’s advertising rules cover both the advertiser and the conversation where an ad could appear. The company lists gambling among categories that are currently disallowed from advertising. The restriction covers casino and betting promotions, online sports betting, lotteries, poker, and gaming platforms that offer cash prizes.

There is a narrow exception for casino businesses. A casino resort may advertise accommodation, travel, or entertainment when gambling is not the focus of the campaign. Digital games without real-money wagering or cash prizes can also be eligible.

A second rule affects ad placement. OpenAI says ads should not appear next to conversations linked to regulated goods, with gambling and tobacco given as examples. A user discussing betting may therefore see no sponsored placement even if the potential advertiser operates in an unrelated sector.


Europe Opens Without a Gambling Acquisition Channel

The timing is relevant for gambling marketers because OpenAI is expanding its advertising business while the sector remains outside the permitted categories. The European rollout covers 31 markets, including the Netherlands, Germany, France, Spain, Italy, Sweden, and Denmark. Ads are currently shown to users on ChatGPT Free and Go plans, while paid ad-free plans remain outside the inventory.

OpenAI has also added tools familiar to performance marketers, including geo-targeting, custom audiences, and conversion optimization. Gambling operators and affiliates cannot currently use those tools to promote wagering products.

The policy leaves organic visibility as a separate issue. The advertising restriction does not prevent ChatGPT from discussing gambling or returning information related to betting. It limits paid promotion and the conversations where sponsored content can appear.


Rules May Expand Later

OpenAI describes its current advertising categories as part of an initial phase. The company says the list may change as the program develops.

CasinoNieuws also reported that a gambling-sector advertiser was rejected when applying for an OpenAI Ads account. The response indicated that eligibility criteria could be expanded in the future. No timetable has been given for such a change.

For gambling marketers, the practical consequence is a missing acquisition channel just as ChatGPT opens to more European ad buyers. Operators and affiliates can still compete for organic visibility, but paid betting and casino campaigns remain unavailable. Early experiments with ChatGPT will therefore have to focus on discovery outside the advertising system.
