L&L Europe’s £900K UK Settlement Follows Two Swedish Sanctions

The settlement was announced on October 21. It covers breaches between October 2024 and October 2025 across an operator running seven gambling websites, including All British Casino, Casino Casino and Hyper Casino. Swedish regulatory records also show two earlier sanctions against the company.
Every Fifth or Tenth Withdrawal Faced Review
Under L&L Europe’s terms, customers could not submit another withdrawal request until the previous one had been authorised. The operator also reviewed every fifth or tenth withdrawal manually for some customers. Those checks sometimes led to requests for additional documents before funds were released.
According to the Gambling Commission’s announcement, some information could have been collected earlier. Investigators also found withdrawals being held for reasons unrelated to legal or regulatory requirements.
L&L Europe acknowledged that its manual review process had delayed payments. It has since changed the procedure so that withdrawals are no longer withheld without a legal or regulatory reason.
84 Failed Deposits Without a Gambling Harm Alert
The full regulatory findings describe several cases in which the operator’s safer gambling controls failed to identify potential harm. One customer made 84 unsuccessful deposit attempts over seven days because of insufficient funds. The system did not identify the risk.
At the time, alerts covering failed deposits, time spent gambling and deposit frequency were not active across all the operator’s websites. Alerts also required two indicators to appear on the same day.
Other examples involved younger customers:
- £6,500 lost in three days. A 21-year-old customer was not assessed using the age-related risk indicator.
- £4,000 lost in eight minutes. The relevant risk indicators were missed for an 18-year-old customer.
The review identified another problem with deposit limits. A customer returning from self-exclusion had agreed to a £1,000 monthly net deposit limit but deposited £2,898 and withdrew £1,800 over nine days.
That left net deposits at £1,098, exceeding the agreed limit by £98.
£4,400 Deposited Within Eight Hours of Registration
The investigation also found weaknesses in the operator’s anti-money laundering procedures. One customer deposited £4,400 within eight hours of opening an account. L&L Europe accepted a gambling account as the source of funds without adequately assessing the risks associated with a bank account opened only two weeks earlier.
When the same customer chased a withheld £50 withdrawal, additional documents were requested. Two incorrect addresses supplied by the customer did not raise suspicion.
Two Swedish Sanctions Preceded UK Settlement
A check of Swedish regulatory records by 15M found that L&L Europe had faced two earlier sanctions. In April 2020, Spelinspektionen issued a warning and a SEK 600,000 penalty after a self-excluded customer was able to gamble. L&L Europe attributed delays of up to 45 minutes in Spelpaus checks to a change of BankID provider.
In January 2026, the same regulator imposed a SEK 80,000 penalty over missing information on six casino websites. All six lacked required company contact and licence details, while five also lacked gambling-risk notices. The operator corrected the shortcomings after the regulator intervened.
The UK case concerns separate breaches. Its £900,000 payment is a regulatory settlement in lieu of a financial penalty, with investigation costs payable separately.
