Higher PAGCOR GSA Fees Shift From October 2026 to January 2027

October 1 was originally supposed to bring the second step of PAGCOR’s minimum guaranteed fee (MGF) system. That date no longer applies.
PAGCOR changed the timetable earlier this year. Its May 21 memorandum sets the current tranche for July 1 through December 31, 2026. The higher fees begin January 1, 2027.
October Dropped Out of the Schedule
The original framework was issued in December 2025. At first, PAGCOR planned one six-month period from April 1 to September 30, followed by higher minimums from October 1.
Implementation was then postponed. A March memorandum shifted the first stage and pushed the second one into 2027. The regulator moved the actual start once more in May, from June 1 to July 1.
PAGCOR later confirmed to GGRAsia that the MGF system took effect on July 1 and that the current tranche runs until December 31.

PAGCOR uses separate minimums depending on the games offered by a GSA.

GSAs without electronic casino games get the steeper increase: 33.3% versus 16.7% for GSAs offering electronic casino games.
At the BSP’s October 1 reference rate of PHP62.601 per dollar, the current MGF floors equal roughly $144,000 and $48,000, rising to about $168,000 and $64,000 from January.
15M also checked PAGCOR’s current Gaming System Administrator register. The September 17 file contains 59 accredited GSAs.
The Percentages Do Not Move
Under PAGCOR’s formula, the amount due is the higher of the minimum guarantee or the applicable percentage-based licence fee/PAGCOR share.
The January increase changes the cash floor, not the ratio behind it. Casino GSAs stay at 30% of the relevant GGR threshold, while the other group remains at 20%.
