Gemini, Webull and ProphetX Exit Connecticut After State Crackdown
ProphetX, Gemini and Webull have stopped operating in Connecticut after the state targeted them with cease-and-desist orders in September. Their exits take three names out of the original nine-company group, leaving six still in contact with regulators.

CT Insider reported the status change on October 6, citing confirmation from state officials the previous day. The companies did not immediately respond to the publication’s requests for comment.

Three of Nine Have Left

Connecticut’s Department of Consumer Protection sent the nine orders on September 10. The list covered Polymarket, Coinbase, Crypto.com, Robinhood, ProphetX, Novig, Webull, Gemini and Underdog Predict.

The orders told the platforms to stop advertising, promoting or making sports event contracts and other forms of unlicensed online gambling available to Connecticut residents. State officials argue those products fall under Connecticut gambling law, while prediction-market companies have generally relied on federal commodities regulation for their legal position.

With ProphetX, Gemini and Webull now gone, one-third of that September cohort has exited the state. Polymarket, Coinbase, Crypto.com, Robinhood, Novig and Underdog remain in communication with DCP.

There is also a cross-state overlap. All three companies that have now left Connecticut appeared in Ohio’s October 2 package of ten cease-and-desist notices, which gave recipients until October 16 to confirm compliance. Their Connecticut exits do not establish how they will respond in Ohio, but the same three brands are now facing active state action in both markets.


Underdog Chose the Court Route

Not everyone in the September group has responded by leaving. Underdog filed a federal lawsuit against Connecticut officials, arguing that its sports event contracts fall under CFTC oversight rather than state gambling rules.

Kalshi is a separate case. Connecticut had already taken action against the company before the September nine-platform round, and that dispute is now moving through federal court.

That leaves six of the original nine companies still dealing with DCP, while ProphetX, Gemini and Webull are no longer operating in the state.
