Belarus Proposes 6.2% Gambling Tax Increase for 2027

The Finance Ministry announced the planned indexation on October 15. According to the official legal portal, the 6.2% adjustment reflects forecast inflation and applies to several taxes charged in fixed Belarusian ruble amounts.
Casino Table Tax Could Exceed BYN 10,000
For gambling businesses, the starting point is the current monthly tax per registered table, machine or betting cashier point. Applying 6.2% to the 2026 rates published by the tax ministry produces these estimates:
Taxable unit
2026 rate
Estimated 2027 rate
Casino table
BYN 9,495
BYN 10,084 ($3,349)
Slot machine
BYN 319
BYN 339 ($113)
Bookmaker’s cashier point
BYN 1,995
BYN 2,119 ($704)
Totalisator cashier point
BYN 2,993
BYN 3,179 ($1,056)
The rates are monthly charges per taxable unit. The estimated 2027 figures reflect a 6.2% increase, rounded to whole rubles. Final rates have not yet been approved.
100 Slot Machines Could Add BYN 24,000 in Annual Fixed Tax
A hall with 100 standard-rated machines currently pays BYN 31,900 a month in fixed gambling tax. At the estimated 2027 rate, the same equipment would cost BYN 33,900. That gives the following figures:
- Monthly increase – BYN 2,000 ($664);
- Annual increase – BYN 24,000 ($7,970);
- Annual fixed tax – BYN 406,800 ($135,091).
The calculation assumes all 100 machines remain registered for 12 months and uses the standard rate. Belarus applies double the standard fixed tax rate to slot machine models that have spent more than ten years in the state register, a rule introduced in 2025.
The standard charge itself rose from BYN 299 per machine in 2025 to BYN 319 in 2026. If the proposed 2027 figure holds, that would put the two-year increase at roughly 13.4%.
Online Gambling Keeps Its Separate 12% Rate
The October proposal concerns fixed charges. It does not introduce another increase in the percentage tax on gaming income. Those rates changed in January 2026:
- Land-based gambling: 4% to 5%.
- Virtual gambling establishments: 10% to 12%.
Online operators pay the gaming-income tax rather than the fixed charges attached to physical tables, machines and cashier points.
For land-based operators, the calculation is less straightforward. The fixed tax calculated for the period reduces the base used to assess the 5% gaming-income tax. An increase of BYN 24,000 in fixed charges therefore does not necessarily mean an identical increase in the total tax bill.
The dollar conversions in this article use the National Bank of Belarus’ official exchange rate for October 15, 2026: $1 = BYN 3.0113.
