Thirty-Seven Machines Become One Hundred and Fifty on a Special Use Permit

Thirty-Seven Machines Become One Hundred and Fifty on a Special Use Permit

On 28 October 2026, Churchill Downs Incorporated, the company that owns the Kentucky Derby, announced receiving local approval for its project in Henry County, Virginia. The subhead says what that means on the ground: "Rosie’s Game Room in Collinsville to Relocate".

This came in the form of a "Special Use Permit by the Henry County Board of Zoning Appeals". A county zoning body is what the owner of the Kentucky Derby needed to multiply its machine count in one Virginia town.

The Count Goes Up Four Times Over

Rosie’s Game Room in Collinsville currently operates 37 HRMs. The new location is planned to operate 150, as well as offering simulcast racing and food and beverage. This is over four times the number of machines currently in operation.

The release describes all of it in the language of a move rather than an expansion. Plans and designs for the new site are still being finalised.

Next to a NASCAR Track

The venue will be located to the north of U.S. Route 58 Bypass and to the east of Old Greensboro Road. It will be close to Martinsville Speedway.

Chief executive Bill Carstanjen frames it as commitment to the state: "We appreciate the support of Henry County as we continue to build upon our investment in the Commonwealth." On what the venue is for, he says "this new venue will be well positioned to attract visitors, create jobs, and generate additional economic activity".

A speedway is a particular kind of neighbour for a gaming floor. How the two neighbouring venues will coexist was not mentioned in the announcement.

What the Release Leaves Out

There is no investment figure, no opening date, no number of jobs created, no floor area, no closing date for the Collinsville venue, and no permit condition quoted — the permit itself is described but not dated.

For a venue whose machine count rests entirely on that permit, those are the terms a reader would want.

What the release does supply is history. Churchill Downs says it has "created extraordinary entertainment experiences for over 150 years", from the racetrack that hosts the Kentucky Derby and the Thoroughbred Championship Series through to the regional casinos and online wagering it has bought and built since.

The company’s 150 years and the venue’s 150 machines are the two round numbers it chose to put in the same announcement.
