PPATK Budget Push Puts Indonesia Gambling Payments Under Scrutiny

The additional IDR516.4 billion ($31.7 million) has been requested by Indonesia’s Financial Transaction Reports and Analysis Centre (PPATK) for the year 2027. If the request is accepted, the total budget for the agency will be IDR769.8 billion ($47.3 million).
Budget Bid Moves Enforcement Up the Agenda
The request was presented to Commission III of the House of Representatives. PPATK explained that the additional funding would be necessary to cover the costs for the following:
- Transaction analysis and examinations;
- Compliance checks;
- Interagency collaboration;
- Stronger technology systems.
Framing is critical here. Indonesia is addressing online gambling as a financial crime problem rather than an Internet-blocking website problem. This has implications for how bank accounts, e-wallets, QR payments, and other financial monitoring are handled.
Digital Payment Routes Stay in Focus
The move to create a budget follows a warning by PPATK regarding a possible rise in gambling deposits during the 2026 FIFA World Cup. PPATK noted that it has observed trends that have appeared previously before large football competitions.
Firstly, there is the QRIS – Indonesia’s QR payment system. According to PPATK, it has been used to conduct football bets. Furthermore, PPATK mentioned nominee bank accounts, including those obtained through account-buying schemes.
All of the above explains why PPATK requires stronger mechanisms. Criminal organizations can easily change traffic and domains. Payments cannot be easily substituted once all connections between deposits, wallets, nominees, and payouts have been made.
Scale Remains Large Despite Decline
The Indonesian authorities recorded a decrease in gambling turnover in 2025; however, the figures remain high. According to PPATK statistics, the number of gambling transactions was 422.1 million during the year under analysis. Deposits amounted to IDR36.01 trillion ($2.4 billion).
Authorities have presented the decline as a sign that coordinated enforcement is having some effect (though the remaining transaction volume is still large). Moreover, the results prove why the efforts of the authorities do not decrease.
Lawmakers have demonstrated their support for the proposed increase in funds. Commission III members argued that PPATK needs a stronger capacity to trace assets linked to financial crimes and act accordingly.
World Cup Risk Changes the Timing
The World Cup adds a more political element to the request. The football tournament can result in the rapid increase of numerous small payments. This would mean additional workload for FIU in a limited period of time.
PPATK also cooperates with the police and regional enforcement agencies. The ultimate aim is to block any gambling money before it gets to any layer of bank accounts, payment systems, or cryptocurrency exchanges.
What Comes Next
PPATK’s request now gives lawmakers a clear choice. A larger budget would help the agency follow gambling money through banks, QR payments, and nominee accounts. It would also raise expectations. Should the funding be approved, Indonesia will need to show that stronger monitoring can limit illegal betting flows.
