Pennsylvania Online Slots Overtake Retail Slots in September Revenue

The crossover appears in the Pennsylvania Gaming Control Board’s September revenue figures. The regulator reported total gaming revenue of $555.04 million, up 4.07% year over year.
Slot Revenue Gap Swings $11.61M in a Year
Online slots earned $181.09 million in September 2025, compared with $191.49 million from casino floors. The difference was $10.40 million in favour of retail machines.
September 2026 reversed that relationship:
- Online slots – $197.37 million, up 8.99%;
- Retail slots – $196.16 million, up 2.44%;
- Online lead – $1.22 million.
Based on the PGCB’s reported figures, 15M calculates an $11.61 million year-on-year swing towards online slots.
Retail revenue did not actually decline against September 2025. It increased, just much more slowly than online slot revenue. Pennsylvania’s casinos also operated 24,523 physical slot machines during the month, compared with 24,331 a year earlier.
August’s $18.72M Retail Lead Disappears
The monthly comparison shows an even sharper change. According to the PGCB’s August report, retail slot revenue stood at $213.90 million, against $195.19 million online. Physical machines were ahead by $18.72 million.
By September, that lead had become a $1.22 million deficit. The difference between the two segments therefore moved by approximately $19.93 million in a single month, according to a 15M calculation.
Most of this movement came from casino floors. Retail slot revenue fell $17.74 million from August, while online slots added $2.19 million.
The monthly figures do not establish that customers moved from physical casinos to online platforms. They measure operator revenue rather than the movement of individual players between channels.
Online Casinos Reach 44.9% of State Revenue
Pennsylvania’s overall iGaming revenue reached $249.31 million in September, an increase of 6.82% from $233.38 million a year earlier. Online casino games accounted for approximately 44.9% of statewide gaming revenue, compared with 43.8% in September 2025. The broader online casino share had already reached 43.1% in August, as examined in 15M’s previous market analysis.
Slots supplied 79.2% of September’s iGaming revenue. Online table games contributed another $49.66 million, while poker generated $2.27 million.
One distinction remains important. Although online slots overtook retail slots, total iGaming revenue was still below the $256.32 million generated by physical slot machines and retail table games combined. The remaining gap was approximately $7.02 million.
Sportsbook Revenue Rises Despite Lower Handle
Sports betting produced a different contrast in the same September report. Pennsylvania’s wagering handle decreased 6.09% to $798.74 million. Taxable sportsbook revenue nevertheless increased 50.45% to $44.74 million.
Using those reported figures, the ratio of taxable revenue to handle rose from approximately 3.50% in September 2025 to 5.60% in September 2026. This is a calculated ratio based on taxable revenue, rather than a measure of pre-promotion sportsbook hold.
The next monthly report will show whether online slots retain their narrow lead over casino floors or whether September’s reversal proves temporary.
