PAGCOR Approves 5-Year Plan for Casino Verification App

According to an October 19 statement, Development Bank of the Philippines Data Center, Inc. (DCI) is the proposed partner. The five-year arrangement covers development, hosting, maintenance and technical support, all without charges to PAGCOR. The agreement may be renewed.
Six-Month App Review Raises December Launch Question
The regulator also requires a six-month assessment of the minimum viable product. It will examine the app’s architecture, security and functionality before full deployment. PAGCOR can terminate the arrangement if DCI fails to correct identified problems.
One detail remains unresolved: December is less than three months after the board’s decision, yet the MVP review alone is allotted six months. PAGCOR has not said when testing starts or whether the initial release will have limited functionality.
Licence Checks Are Already Available Online
PAGCOR introduced its Guarantee website in June 2025. Users can search for authorised platforms, filter them by gaming category and access listed operator websites.
The regulator first announced the mobile app in August 2026. The October decision therefore adds a delivery model and technical requirements to a project that PAGCOR had already announced.
It is still unclear what the app will offer beyond the existing PAGCOR Guarantee directory. PAGCOR has not disclosed whether licence checks will work entirely within the app or whether third-party websites will be able to integrate its data.
