Kazakhstan Shifts 30 Points of Betting Contributions From October 24

Kazakhstan Shifts 30 Points of Betting Contributions From October 24
Kazakhstan's sports funding operator will receive 75% of mandatory betting contributions starting October 24. Its current share is 45%. The larger share will come at the expense of two other recipients, with no increase in the amount bookmakers must contribute.

The government adopted the amendment on October 9 and published it on October 13. The changes are due to take effect this Saturday.

Olympic Fund’s Allocation Cut to 7%

The National Olympic Committee fund will see its share reduced from 21% to 7%. Another 16 percentage points will come from Qazaqstan Halqyna, whose allocation falls from 21% to 5%.

Together, the two funds are giving up 30 percentage points. That entire amount goes to the single operator responsible for distributing money to sports.

One recipient is staying out of the reshuffle. The operator of Kazakhstan’s Unified Accounting System (ESU) will continue receiving 13% of the contributions.

These proportions are set out in Government Resolution No. 889.

What the New Split Means for Accepted Stakes

Bookmakers and totalisators pay 3.3% of each accepted bet. The revised percentages determine how that money is divided among the four recipients.

15M compared both sets of allocations against the original value of accepted stakes. At the current 45% share, the sports operator receives the equivalent of 1.485% of stakes. Raising its allocation to 75% brings that figure to 2.475%. The difference is 0.99 percentage points.

Those figures are calculations based on the statutory rates. They do not represent reported betting turnover or actual payments received during 2026.

The government left paragraph 1 of its March 12 decree, setting the 3.3% levy, unchanged. Only paragraph 2, listing the recipients and their shares, was rewritten.
