Indonesia Imposes Severe Discipline on 620 Ministry Staff Over Gambling
Indonesia’s Social Affairs Ministry has placed 620 employees in its severe disciplinary category over online gambling activity. The cases came from transaction data first flagged by the country’s financial intelligence agency, PPATK.

The ministry’s Inspectorate General reviewed records for more than 1,900 employees working at central and regional level. ANTARA reported that the original PPATK data showed average gambling transactions of around Rp4 million per employee.

At the other end of the range, one employee recorded transactions above Rp2 billion ($111,670). That is more than 500 times the reported average of Rp4 million ($223). USD conversions use Bank Indonesia’s JISDOR rate of Rp17,910 per $1 on October 6, 2026.

620 Cases Landed in the Highest Tier

The internal review split the cases into three groups. Besides the 620 severe cases, 719 employees were classified as minor violations and another 561 as moderate.

The three groups account for 1,900 employees in total. Severe cases therefore made up 32.63% of the published breakdown.

The ministry did not use transaction value alone to decide the level of punishment. Officials also looked at how often employees gambled and whether the activity took place during working hours.

Tirto reported that one employee had already received a severe disciplinary penalty. Available punishments depend on employment status and can include demotion, removal from a position for 12 months or dismissal.


PPATK Data Reaches Government Payroll

Much of Indonesia’s recent enforcement has focused on bank accounts, payment companies and transaction routes. In September, 15M reported that police had traced Rp1.03 trillion through a payment company linked to three gambling sites and frozen almost Rp52 billion across five payment providers.

This time, the case extends PPATK’s role beyond financial enforcement. Transaction data is now feeding directly into personnel decisions, rather than stopping at account freezes or payment-chain investigations.
