Indonesia Halts Food Aid to 1.49M Households After Gambling Flags

The Ministry of Social Affairs has suspended payments to 1,494,652 households enrolled in the Program Sembako food-support scheme. The decision followed a data match with PPATK, Indonesia’s financial intelligence agency, which identified gambling-related transactions connected to beneficiary accounts.

Welfare Data Enters the Gambling Crackdown

Social Affairs Minister Saifullah Yusuf said the households are being investigated instead of being automatically removed from the program. Of the 1.49 million flagged families, 794,475 are also registered for the Family Hope Program, or PKH, a separate conditional cash-transfer scheme.

The latest figure is sharply above the nearly 600,000 welfare households identified in an earlier review. For the government, illegal gambling has now become a question of how public assistance is distributed as well as an enforcement problem.

Verification Will Decide Who Keeps Benefits

A transaction linked to a beneficiary account does not by itself establish that welfare money was deliberately gambled. The ministry is working with PPATK and other authorities to determine whether recipients placed the transactions themselves or whether their accounts were used by someone else.

The review is also being used to update DTSEN, Indonesia’s national socio-economic database. Families found to have knowingly spent assistance on gambling may be removed from the recipient list. Their allocation could then go to another household that qualifies for support.

For now, the 1.49 million households remain under review, and their food assistance for the third quarter has been put on hold.

Gambling Payments Are Getting Smaller

The welfare checks come as PPATK continues to track a high volume of gambling-related payments. Between January and June 2026, the agency recorded IDR86.82 trillion in online gambling turnover from 467.32 million transactions.

The value was 12.9% lower than a year earlier. The transaction count, however, jumped 167.2%. PPATK has linked that rise partly to better detection and partly to gamblers making smaller payments more often.

QRIS is also showing up frequently in the data. Gambling deposits made through Indonesia’s QR payment network reached IDR12.36 trillion in the first half of the year. QRIS represented 56.04% of the value of deposits and 87.66% of the transactions recorded by PPATK.

Welfare Checks Add Another Layer to Enforcement

The suspension shows how far Indonesia is willing to take the use of financial data in its gambling crackdown. A suspicious transaction can now have consequences outside the bank account itself, including a temporary stop to welfare payments.

But the ministry still has to establish who actually made those transactions. That distinction is important for households whose accounts may have been used by relatives or other people. The current review will determine which recipients return to the program and which are removed.
