Hacksaw Expands Malta Licence to Cover Prediction Markets

The new product lets operators offer prediction markets under their own brands. Hacksaw supplies the technology, while its partners keep their customers and manage the player-facing business.
According to the company’s announcement, the platform uses Hacksaw’s existing distribution network. It was developed within the group’s current cost base, without a separate large-scale investment programme being announced.
One Network for Multiple Operators
The platform has a connected volume framework. It is designed to bring peer-to-peer participation from different operators into a shared infrastructure.
That is an important part of the product. A new prediction market needs enough participants on both sides of a trade. An operator starting alone may have difficulty attracting that volume, particularly in smaller markets. Hacksaw plans to use its existing operator network to bring more participants together.
The October 15 release does not explain how trades from different operators will be matched. There are no figures for expected trading volume, either.
Malta Approves Another Gaming Type
The licence change concerns Hacksaw’s existing B2B Critical Gaming Supply authorisation. Until now, it covered Type 1 games. The MGA has added Type 3.
These are different categories under Maltese gaming rules. In particular:
- Type 1 includes casino games played against the house, such as roulette and blackjack.
- Type 3 covers games between participants, with the operator collecting a fee or commission instead of taking the gaming risk. The MGA’s published classification includes poker, bingo and betting exchanges in this group.
Hacksaw’s new approval applies to supplying the technology. The company is not announcing a consumer gambling licence.
It also does not settle the position in other countries. A customer wishing to introduce prediction markets outside Malta would have to meet the rules applicable in that jurisdiction. Hacksaw has not specified which countries it expects to serve first.
First Customer Launches Not Dated
The announcement came three days after Hacksaw issued preliminary Q3 financial figures. Revenue was estimated at €57.5–58.5 million, with annual growth slowing to 11–12% from 31% in Q2, according to 15M’s earlier coverage.
Hacksaw has not provided a revenue target for prediction markets. There is also no date for the first operator launch. The October 15 statement contains no customer names or signed commercial agreements.
