Greece Online GGR Cuts Land-Based Gap by €88M in H1 2026

Greece Online GGR Cuts Land-Based Gap by €88M in H1 2026
Greece's regulated gambling market reached €1.558 billion in gross gaming revenue (GGR) in the first half of 2026, up 8% year on year. Online gambling grew much faster than the rest of the market, reducing the revenue gap with land-based operations by about €88 million.

The Hellenic Gaming Commission (HGC) published the January-June figures in its October 2026 newsletter. Total GGR increased from €1.442 billion a year earlier.

Licensed online operators generated €647.2 million, compared with €545.1 million in H1 2025. Land-based gambling brought in €910.6 million, an increase of just 1.6%.

Online Share Climbs to 41.5% as GGR Gap Narrows

The difference shows up in the market shares. Online accounted for 41.5% of Greek GGR, against 37.8% last year. Land-based operations still held the larger share at 58.5%.

A calculation by 15M puts the gap between the two segments at approximately €263 million for H1 2026, compared with €352 million a year earlier. The difference narrowed by about €88 million, or roughly one quarter.

Of the €116 million added to total market GGR, online operators contributed €102.1 million. That leaves about €14 million of additional revenue from all land-based activities combined.

Lottery GGR Falls Despite Higher Retail Revenue

The regulator’s figures cover five gambling segments. Their first-half results were:

  • OPAP agencies and video lottery terminals – €731.2 million, up 2.6%;
  • Lotteries – €44 million, down 16.4%;
  • Horse racing – €3.3 million, up 6.1%;
  • Licensed online gambling – €647.2 million, up 18.7%;
  • Land-based casinos – €132.1 million, up 3.1%.

Lotteries were the only segment to record a decline. Their GGR fell by approximately €8.6 million from the previous year.

OPAP’s agency and VLT operations added €18.3 million over the same period. That increase was more than twice the amount lost by lotteries.

Land-based casinos recorded another €4 million in additional GGR, while horse racing remained the smallest part of the regulated market.

State Contributions Grow Faster Than GGR

The HGC also reported two categories of revenue flowing to the Greek state. Public participation payments reached €369.6 million, up from €331.7 million in H1 2025. Withholding tax on gambling winnings increased from €214 million to €255 million.

Together, these two reported amounts reached €624.6 million, compared with €545.6 million a year earlier. The combined increase was approximately 14.5%, above the market’s 8% GGR growth.

The commission’s published table also includes adjusted total gaming revenue (TGR), which rose 10% to €8.70 billion. The HGC notes that financial data from one licence holder are expected to be updated in a subsequent reporting period.

Greece’s Online Share Could Reach 50% by 2040

The H1 figures are in line with a longer-term forecast prepared by Deloitte Business Solutions for the HGC. According to Insider.gr, the study estimates that online gambling could account for half of Greek GGR by 2040, with the total market reaching €5.25 billion.

For now, land-based gambling remains the larger segment. The next HGC figures will show whether online continued to close the gap during the second half of 2026.
