Brazil Targets 5,209 Betting Domains After Ban
Brazil has sent 5,209 betting domains into its post-ban enforcement process, but fewer than half had reached the Anatel blocking-order stage by September 29.

The Ministry of Justice and Public Security and Ministry of Finance said 2,387 domains were covered by Anatel orders. The government also notified Apple and Google about 186 betting apps.

The figures cover September 25-29, the first five days after Provisional Measure 1,394 prohibited the offer, operation, intermediation and advertising of fixed-odds betting in Brazil.

2,822 Domains Still Separate the Two Counts

The government update splits the 5,209 domains between two agencies. Sedigi, part of the Justice Ministry, submitted 1,386. The Ministry of Finance’s Secretariat of Prizes and Betting accounted for 3,823. Anatel had ordered action on 2,387.

That leaves a gap of 2,822 domains between the list submitted for removal and the number already covered by Anatel orders. The latter equals 45.8% of the 5,209 total.

Anatel also said notices went to 21,000 telecom providers handling the access blocks.

The figures are not an update of the 710 domains found by Bet Legal through September 27. That count came from external monitoring. The 5,209 figure is the federal enforcement list.

Apps Have an October 6 Deadline

Apple and Google were notified about 186 betting apps. Their removal deadline is October 6.

The same government action removed 300 Facebook pages and 90 Instagram profiles used to advertise or direct users to irregular betting.

Ciberlab also started work on TikTok content. On Telegram, the ministry said channels, groups and profiles connected to illegal betting reached 1,014,722 members and users. It did not say that 1,014,722 accounts had been removed.

Eight platforms received notices over betting advertising: Google, Meta, YouTube, X, Telegram, TikTok, Kwai and Discord. The advertising deadline is October 5.

Pix Transaction Count Is Down 10%

The government added one payment figure to the September 29 update. According to Central Bank numbers cited by the Justice Ministry, the number of transactions made through Pix fell 10% after the September 25 measure.

No transaction volume in reais was given. The release also does not provide a separate betting-only Pix figure.

Police data covers a much longer period. From March 2023 through August 2026, the Federal Police recorded 12 betting-related operations. They produced at least 73 search-and-seizure warrants and 15 arrest warrants.

Requests to seize assets and funds in operations where a value was reported totaled about R$4.17 billion (about $798.8 million). The conversion uses the Central Bank of Brazil’s September 29 PTAX closing rate of R$5.2204 per US dollar.
