Michael Hershman says Freedom Plaza project had strong community backing despite committee vote

Soloviev Group CEO Michael Hershman reacted strongly after New York’s Community Advisory Committee rejected the Freedom Plaza casino proposal in Manhattan. The project, a joint venture with Mohegan, had garnered significant local support from neighbors, community groups, and faith and labor organizations.

Why Manhattan Deserved This Casino

Hershman described Freedom Plaza as a “transformative project” designed to benefit both visitors and the local community. He emphasized sustained engagement with civic leaders and residents, framing the proposal as a “once-in-a-generation opportunity” for Manhattan, which he believes deserves a fully integrated resort delivering real, tangible benefits.

Committee Vote Details

The Community Advisory Committee voted 2-4 against the Soloviev-Mohegan proposal on September 22. Just five days prior, the same committee had also rejected Caesars Entertainment and SL Green Realty Corporation’s Times Square casino plan. These consecutive Manhattan rejections highlight the challenges developers face in securing approval in New York City.

Impact on New York’s Casino Race

With Freedom Plaza out of the running, two other proposals remain under review: Hard Rock International and Steve Cohen’s Queens bid, and Bally’s Corporation’s Bronx project. Committee votes for these proposals are scheduled for the week of September 29. Hershman reaffirmed his pride in the Mohegan partnership and the vision for Midtown East, though the planned community and economic benefits will not proceed through Freedom Plaza.
