Scientific Games secures Loto-Québec’s central gaming system contract
Momentum ecosystem will replace legacy platform after competitive bid process

Scientific Games won the contract to supply Loto-Québec’s new central gaming system following a competitive procurement process. The deal extends a partnership that’s lasted more than 50 years between the two organisations.

John Schulz, President of Americas & Global Instant Products at Scientific Games, said the company is “honoured to further expand our more than 50-year successful relationship with Loto-Québec as its central gaming systems provider.” He called the system “engineered for the future.”

The Montreal-based team will handle the implementation. Marc-André Doyon, Regional VP of Operations, confirmed his employees are “ready to take on this new opportunity.” Scientific Games’ Montreal operations already support several Canadian provincial lotteries.

Why Loto-Québec Chose to Replace Its Legacy System

The current platform needed modernisation to meet today’s operational demands. Loto-Québec wanted enhanced performance and security across both retail and online networks. The procurement process focused on finding technology that could deliver better operational efficiency.

The new system also aims to maximise contributions to social programs that benefit communities across Québec. This aligns with the Corporation’s broader mandate beyond just running lottery operations.

Schulz emphasised that the platform will deliver “the performance, security and operational efficiencies that will support Loto-Québec’s sales and sustainability.”

The Momentum ecosystem is an integrated suite of technologies that connects retail, digital and operational functions. It’s cloud-based, scalable and designed to optimise lottery performance across multiple channels.

The platform will replace Loto-Québec’s existing legacy system entirely. It offers secure solutions that link retail and online operations into a single framework.

Scientific Games has been on a winning streak with system contracts. Since December 2024, Ohio Lottery and New Mexico Lottery have both selected the company’s central systems. That’s part of 50 system implementations and conversions the company’s completed globally in the past decade.

How This Changes Loto-Québec’s Technical Capabilities

The upgrade gives Loto-Québec access to modern infrastructure that can scale with demand. Cloud-based architecture means the lottery can adapt quickly to market changes without major technical overhauls.

For decades, Scientific Games has produced more than 4,500 instant games for Loto-Québec. Doyon noted this includes “its very first scratch game.” The Montreal team’s experience with the lottery’s products should smooth the transition.

The company’s recent global implementations include systems for The National Lottery in the UK with Allwyn UK and for Lotto New Zealand. This track record suggests Loto-Québec can expect a proven deployment process.
