New Jersey Proposes Mandatory Responsible Gaming Rules

Operators would face automatic account review requirements under new DGE standards

The New Jersey Division of Gaming Enforcement (DGE) has proposed new rules requiring online gambling operators to adopt strict responsible gaming practices. Instead of waiting for issues to surface, operators would be obligated to monitor player behavior proactively and intervene when risk signals appear. Each operator must appoint a “responsible gaming lead” to oversee the process and ensure at-risk players receive help.

Why Automatic Monitoring Matters Now

The DGE aims to close gaps in current systems that often miss early warning signs of problem gambling. Under the proposal, single-day deposits above $10,000 or cumulative deposits of $100,000 within 90 days would trigger mandatory reviews. Beyond financial thresholds, behavioral monitoring would also play a central role in spotting trouble before it escalates.

What Triggers Would Launch Reviews

Operators would need to flag players who show concerning activity, including:

  • Visiting self-exclusion pages multiple times without enrolling
  • Requesting two “cool-off” periods within 30 days
  • Raising deposit or loss limits three times in a week without reducing them
  • Increasing login frequency by 50% compared to the prior two weeks

Once a trigger is detected, operators must follow a structured three-step escalation process.

How the New System Would Work

Step One: Send the player an email with details on responsible gaming tools and support resources.

Step Two: Restrict all betting until the player watches a DGE-approved responsible gambling tutorial video.

Step Three: Require direct contact from the responsible gaming lead via phone or video call. If three outreach attempts fail, the account is suspended until successful contact is made.

If a player continues to show signs of gambling harm even after these interventions, operators are empowered to close the account permanently. By formalizing these steps, the DGE provides operators with both a framework and the authority to act decisively in protecting vulnerable players.
