New Jersey bans sweepstakes casinos statewide
Governor Murphy signs legislation prohibiting sweepstakes gambling operations and establishing new penalties

Governor Phil Murphy officially signed bills A5447 and S4282 into law on August 15, bringing months of legislative work to a decisive end. The state Senate had already shown strong support, passing these bills with an overwhelming 34-5 vote back in June, though lawmakers originally proposed the legislation way back in March 2025.

The Social Gaming Leadership Alliance wasn’t having any of it. Executive Director Jeff Duncan came out swinging, calling the whole thing “government overreach” that strips away entertainment choices from adults who should be free to make their own decisions.

“New Jersey lawmakers have chosen to eliminate jobs, destroy innovation and take away games that adults play responsibly,” Duncan said. But he didn’t stop there – arguing this isn’t really about consumer protection at all, but rather about helping established gambling interests eliminate what they see as competition.

Why This Ban Targets Sweepstakes Operations

The new law does two main things: it prohibits sweepstakes casinos from conducting business in New Jersey and establishes penalties for unlawful gambling operations. That’s not just symbolic either – two state agencies will handle enforcement duties.

New Jersey’s Division of Consumer Affairs and Division of Gaming Enforcement got the responsibility for policing these new rules. This puts serious regulatory muscle behind the ban, meaning operators can’t just ignore what’s happening and hope for the best.

The move also puts New Jersey in line with nine other restrictive states. Connecticut, Delaware, Idaho, Louisiana, Michigan, Montana, Nevada, New York and Washington already limit sweepstakes gaming in various ways.

What Changes for Players and Companies

Virtual Gaming Worlds saw the writing on the wall and acted early, starting to phase out sweepstakes promotions on July 29. Players using popular platforms like Chumba Casino, LuckyLand Slots and Global Poker suddenly lost access to sweeps coins from any source, though they can still earn gold coins.

“We’ve informed players of a decision to phase out Promotional Play in the state of New Jersey,” a VGW spokesperson confirmed to Gaming America. The company’s trying to make the transition as smooth as possible for their valued New Jersey players.

The shutdown’s happening in stages though. August 26 marks the end of sweeps coins gameplay completely, and by September 24, all redemptions will stop on VGW-affiliated sweepstakes casinos in New Jersey.

How This Reshapes the Gaming Landscape

The ban eliminates what operators considered a legal grey area that let them operate differently from traditional online gambling sites. But New Jersey lawmakers weren’t buying those distinctions – they decided to treat sweepstakes games like regular gambling operations.

This could spell trouble for the industry in other states too, as more jurisdictions might follow New Jersey’s lead. Players in affected areas still have options since free-to-play games with gold coins remain available, but the regulatory landscape’s getting more complicated by the month.
