Maryland’s Lottery and Gaming Control Agency Rescinds Lottery Contract From Intralot

Scientific Games is now recommended after the agency found compliance issues with the original winner

Maryland’s Lottery and Gaming Control Agency rescinded a contract award from Intralot today. The decision affects the state’s Lottery Central Monitoring and Control System.

Agency Director John Martin announced the reversal. Intralot had received the Notice of Award on July 15.

The Maryland Lottery and Gaming Control Commission had approved Intralot’s selection. The commission followed the evaluation committee’s recommendation at that time.

Scientific Games was the second-ranked bidder in the original process. They’re now being considered for the contract award.

The agency discovered Intralot’s proposal didn’t fully meet RFP requirements. State procurement law compliance was also an issue.

Maryland officials said their initial assessment was incorrect. Further review revealed the problems with Intralot’s submission.

All three companies that submitted bids initially appeared to meet the requirements. The agency acknowledged this in their original recommendation to the commission.

But additional scrutiny showed gaps in Intralot’s compliance. The agency determined they couldn’t proceed with the original award.

“Upon determining that our initial assessment was incorrect, we have taken appropriate action,” Martin said. The agency cited procurement law requirements for the decision.

The lottery agency sent a formal notification to Intralot today. The Notice of Award was officially rescinded.

Scientific Games received notification that they’re now the recommended offeror. The agency determined that their proposal meets award requirements.

The procurement process remains active rather than restarting. Maryland is following established procedures for this situation.

State procurement law and regulations outline the steps agencies must take. The process allows for moving to the next qualified bidder when issues arise.

Officials said they’re proceeding according to established procurement protocols. No new RFP will be issued at this time.
