The Tocantins state lottery, Lototins, will direct funds to APAEs across the region. These are non-profit groups called Associações de Pais e Amigos dos Excepcionais that help people with disabilities.
FEAPAES represents the APAEs network in Tocantins state. President Marciane Machado Silva recently met with Lototins CEO Eduardo Paiva to discuss the new funding arrangement.
The Federation currently operates 42 APAEs that serve about 6,000 people with disabilities. They’re also developing 12 additional locations to expand their reach.
APAEs are national non-profit associations that provide essential services for people with disabilities. They offer education, therapy, and support programs that families often can’t access elsewhere.
Why This Funding Model Matters
Law 4.136/2023 requires specific revenue allocations from lottery proceeds. APAEs need stable funding to maintain and expand their disability services across the state.

What the Revenue Allocation Actually Includes
Lototins will give 5% of all lottery proceeds directly to APAEs under the new law. An additional 10% goes to sports initiatives across the state.
Another 10% supports cancer prevention programs. That’s 25% total going to social causes from lottery revenue.
The funding will help APAEs expand their service capacity across multiple regions. Services include specialised education, physical therapy, occupational training, and family support programs.
Officials say the money will sustain essential services that might otherwise face budget cuts or closure.
How the Implementation Process Actually Works
FEAPAES and Lototins held detailed discussions about the funding structure during their meeting. Paiva explained the lottery’s operating model to federation representatives.
Silva described how the APAE network functions and outlined their current service scope and future expansion plans.
The State Department of Finance must approve the final implementation details. They regulate Lototins operations and oversee how revenue gets distributed to beneficiary programs.
Officials want to establish a stable, long-term funding mechanism. The goal is supporting APAEs while meeting other social program requirements outlined in the lottery’s mandate.
But Lototins faces some operational challenges. A Brazilian court suspended the lottery’s sports betting and gaming machines in June due to alleged irregularities.
The funding discussions continue despite those legal issues. State officials hope to resolve regulatory problems while moving forward with social program support.
This follows broader trends in Brazilian gambling policy. The country is considering a separate proposal to allocate 0.1% of betting revenue to the National Federation of Sports for the Deaf.
