Portaria MESP No. 27, which came out on April 1 and was published in the Official Gazette on April 7, sets the official list of sports and sporting organisations that can serve as the object of fixed-odds betting. This document clearly repeals Portaria MESP No. 125 of December 2024 and Portaria MESP No. 36 of April 2025.
What the New Order Actually Does
With the new ordinance, operators get one relevant reference point instead of several overlapping ones. That could make one part of compliance easier in an industry where oversight is heavy (with federal regulation starting on January 1, 2025).
The permitted list of events is quite wide. It includes:

Sports recognized by the IOC, IPC, and ICSD;

Disciplines in the Pan American program that are outside the Olympic program;

Sports practiced by people with disabilities;

Equestrian events recognized by law;

Other popular disciplines (including MMA, jiu-jitsu, auto racing, beach tennis, footvolley, and American football, among others).
Esports Stay In, but on Clearer Terms
Betting on esports tournaments remains permitted, provided the competition has been licensed or authorized by the game developer or IP holder. At the same time, the ordinance says that esports betting cannot be restricted to the operation of a particular bookmaker or betting platform. To put it simply, it eliminates exclusivity or one-operator arrangements.
The Main Restrictions
Through the use of the ordinance, the ministry restates what falls outside the permitted scope of fixed-odds sports betting. Operators may not accept wagers on the following:

Youth divisions;

Events that solely involve minors;
-
Non-professional competitions without official recognition.
Such restrictions may shrink the pool of eligible events (even despite the extensive range of sports available). The order also says the ministry will keep the list updated. New disciplines may be added over time as they gain formal recognition (or, in the case of esports, proper authorization).
In conclusion
Brazil’s regulated betting market hasn’t changed direction since the new ordinance went into effect. But it does bring clarity about the events suitable for fixed-odds betting, as well as constraints in place.
