Brazil regulator licences EstadoX for three betting brands
São Paulo operator gets five-year approval covering Tropino, BZ and 55W

 

EstadoX Ltda picked up formal authorisation from Brazil’s Secretary of Prizes and Bets yesterday. The São Paulo company can now run fixed-odds betting and online casino games through October 2030.

EstadoX was only founded in July 2024. But it already has three brands ready to launch: Tropino, BZ and 55W. The company registered all three names with Brazil’s Federal Revenue Service before applying for its license.

The SPA, which sits inside the Ministry of Finance, oversees all gambling operators in Brazil. It published EstadoX’s authorisation in the Official Union Diary, the government’s official gazette where all formal approvals appear.

Why This Licence Matters for Market Growth

Brazil’s regulated betting market keeps expanding at a steady pace. EstadoX brings the total to 81 authorised operators running 184 active brands across the country. That’s based on 83 licenses total: 78 issued directly by the SPA plus five granted through Federal Court rulings.

The five-year licence term gives EstadoX stability to build its business. Most operators need at least three years to establish their brands and develop player bases in new markets. The 2030 expiration date aligns with when many other Brazilian licenses come up for renewal.

EstadoX had to prove compliance with two key laws before getting approved. Law 13.756 from 2018 created Brazil’s fixed-odds betting framework. Then Law 14.790 from 2023 added online casino games and updated regulatory requirements.

What EstadoX Can Offer Players

The license covers both sports betting and online gaming products. That means EstadoX can launch sportsbooks under its three brands plus offer slots, table games and other casino content. All three brands operate virtually, there’s no retail component to this authorisation.

Each brand can target different player segments. Some operators use multiple brands to appeal to casual bettors versus high rollers, or to test different marketing approaches. EstadoX hasn’t announced which audiences Tropino, BZ and 55W will target.

How Regulators Are Tightening Standards

The SPA recently signed a cooperation deal with Brazil’s National Council for Advertising. The agreement focuses on responsible gambling promotions and cracking down on illegal advertising practices.

Regulators want to identify repeat offenders who ignore advertising rules. They’re also planning awareness campaigns about responsible gambling. This suggests the SPA will watch how EstadoX and other licensed operators market their brands.
