Brazil advances National Betting System creation

SPA and 18 states complete final working group meeting for unified betting framework

Brazil’s Secretary of Prizes and Betting (SPA) at the Ministry of Finance has finished the final working group meeting with representatives from 18 states plus the Federal District. The group focused on creating the National Betting System, known as SINAPO.

SPA Secretary Regis Dudena led the initiative and emphasised how nationwide participation would strengthen player protection. The working group produced concrete steps toward formalising the system.

Drafts of required acts are now heading to Brazil’s Attorney General’s Office for review. Participating stakeholders will also examine the proposed framework.

Why Brazil Needs Unified Betting Rules

The current system lacks standardisation between federal and state-level betting oversight. Different jurisdictions operate with varying rules and compliance requirements.

This creates confusion for operators and doesn’t provide consistent player protection across Brazil’s markets. SINAPO aims to unify these fragmented approaches into a single, coherent framework.

The system would strengthen the regulated market’s integrity according to Dudena. It also addresses the need for better coordination as Brazil’s betting market continues expanding.

What SINAPO Offers Members

The National Betting System provides two membership categories with different benefits and requirements.

Adherent members can join if they’re at earlier stages of developing lottery operations. This category offers basic participation without strict compliance requirements.

Associate members must already operate lotteries or have advanced regulatory structures. They face specific compliance standards including anti-money laundering measures, responsible gambling policies, and adherence to territorial licensing limits.

But associate members get significant benefits in return. They’ll be included in a unified list of authorised operators and gain access to a centralised self-exclusion system currently under development.

The self-exclusion platform will let bettors choose to block themselves from logging into any betting company. Associate members also get permission to use the “.bet.br” domain for licensed operators.

How Implementation Will Proceed

The Attorney General’s Office review is expected within the coming weeks. This represents the next critical step before states and districts can begin integration.

SINAPO will launch with gradual state and district integration rather than all at once. This phased approach should help identify and resolve implementation issues early.

SPA has recently increased authorised betting operators to 77, showing the market’s continued growth. The National Betting System should provide better oversight as more operators enter Brazil’s regulated market.

The unified framework will standardise collaboration between different levels of government oversight while maintaining flexibility for local requirements.
