The online gambling reform in Finland is still over a year away from going live. However, some operators seem to behave as if the launch is just around the corner. The latest agreement between SpinCore Group and Finnplay is a case in point. On the face of it, this is a simple platform agreement, although the underlying implications point to an early entry.
SpinCore Group has already lodged its application for a Finnish license and intends to launch two brands on the Finnplay platform when the market opens.
An Early Move in a Market Still Taking Shape
Finland’s license application process opened on 1 March 2026, while licensed market operations are due to begin on 1 July 2027. That gives operators a long preparation window to handle compliance, technical setup, and launch planning before competition intensifies. Industry reports have suggested that between 10 and 20 operators may already be linked to early applications.
SpinCore’s decision appears to be a strategic move to avoid waiting until the last minute. The company is already established in other regulated European markets (such as the Netherlands and Belgium), and it seems to be targeting Finland as part of its regional expansion strategy.
Why Finnplay Fits This Stage
The role of Finnplay in this particular deal is not too hard to grasp. As a Finnish supplier, Finnplay is moving into a period when the country is preparing to open parts of its gambling market to licensed competition. That gives SpinCore a partner with local roots and knowledge of the regulatory side of this transition.
In its own materials, Finnplay describes 2027 as a major opening. The company also positions Finland as one of the closely watched regulated opportunities in Europe.
Takeaways
From a wider perspective, Finland is beginning to look like a market where positioning is already underway. The first advantage of a newly regulated market is often built up prior to the opening. The work performed to obtain licenses, sign supplier deals, and carry out technical preparations can affect the operator’s state of readiness upon launch.
The SpinCore-Finnplay deal reflects this point. Companies that start acting earlier can appear to be better positioned for the market launch than those who delay.
