Golden Galaxy Loses Licence as Cambodia Escalates Casino Scam Crackdown
Cambodian authorities have moved beyond arrests and gone after the gaming licence itself. After a raid at Golden Galaxy Casino in Bavet, the regulator cancelled the venue’s right to operate.

The case began with a raid on Golden Galaxy Casino on the morning of April 7 in Bavet, Svay Rieng province. The Commercial Gambling Management Commission of Cambodia reported a joint operation involving the National Police, local unified command forces, and CGMC officials under the supervision of the Svay Rieng provincial prosecutor, where 244 individuals were arrested.

This group included 182 Vietnamese nationals, 49 Chinese people, nine South Koreans, and four Cambodians. The authorities confiscated 505 cellphones, 150 desktops, one laptop, one computer monitor, and four automobiles.

From Raid to Revocation

The Cambodian authorities said that this site was used to commit technology-based fraud against persons residing overseas. That finding shaped both the criminal case and the regulator’s response. Following the operation, the regulator revoked the operator’s licence, citing its involvement in cyber fraud activities and violations of regulations under the Law on Commercial Gambling Management.

Why the Decision Matters

What sets the case apart from an ordinary police raid is how fast the process of enforcement moved into the realm of gambling regulations. Cambodia did not frame the case as a criminal matter occurring around a casino. Instead, it linked the casino operator to the enforcement action. That is likely to sharpen compliance pressure on licensed venues, especially in border areas with a history of scam activity and organised crime.

Timing is also notable. On April 6, the Law on Combating Online Scams was promulgated and took effect immediately. It introduces prison terms and heavy financial penalties as part of the government’s broader crackdown on online scam activity.

A Wider Test for Casino Oversight

This is not the first sign of the country’s attempt to use gambling regulation as part of its scam crackdown strategy. In February, the CGMC suspended one license and revoked five others in a different operation related to networks suspected of cyber-fraud. Taken together, these actions suggest that the Golden Galaxy case is part of a broader shift in Cambodia’s gambling enforcement.

While arrests might grab attention, licences alter the incentives. As long as Cambodia continues to combine raids on scams with penalties for gambling firms, the industry won’t be under just reputation risk anymore. It’ll operate under the new mandate that the licence doesn’t shield the gambling business from becoming a vehicle for online scams.
