Crown Perth retains casino license after Western Australia government review

Western Australian regulators find operator suitable to continue operations

Crown Perth received approval to maintain its casino licence from the Western Australian Government. The Gaming and Wagering Commission of Western Australia made the suitability determination.

Crown Resorts operates three casino properties across Australia. Crown Perth employs more than 5,000 people as the city’s largest single-site employer.

Paul Steel served as the Perth Independent Monitor during the review process. Crown Perth Board Chair John Van Der Wielen and CEO Brian Pereira commented on the decision.

Crown Resorts CEO David Tsai oversees all three properties nationally. The company employs more than 20,000 people across its operations.

Crown Perth completed what it calls a “business-wide transformation” following regulatory scrutiny. The company invested approximately $200 million in reforms across multiple areas.

All three Crown properties have now been deemed suitable by state regulators. Crown Melbourne and Crown Sydney retained their licences in March and April 2024 respectively.

The company implemented changes in harm minimisation, financial crime prevention, governance, compliance and risk management. Cultural reforms were also part of the transformation process.

Crown Perth produced more than 8,300 documents during the monitorship period. The company described its approach as collaborative and transparent with regulators.

Crown Perth implemented the Enhanced Perth Remediation Action Plan. This plan included 342 initiatives across eight workstreams.

The company focused reforms on financial crime, compliance and risk, governance, and responsible gambling. Crown’s PlaySafe program was part of these efforts.

Crown Perth will introduce carded play on all electronic gaming machines from December 1. Crown Melbourne implemented this system in December 2023 as what the company calls a world-first initiative.

Over 400,000 guests have registered for carded play at Crown Melbourne since its launch. This system will now extend to the Perth property.

Crown spends $1 billion annually with 3,900 suppliers across Australia. The company states that 83% of these suppliers are small and medium businesses.

“Today’s announcement is recognition that we are a changed business,” Van Der Wielen said. He noted that the community, team members, suppliers, and guests were relying on Crown to implement changes correctly.

Pereira emphasised the social responsibility aspect of holding a casino license. “We have a responsibility to operate with the highest level of integrity every day,” he stated.

Tsai said the transformation has set new benchmarks for the industry. He described the goal as remaining “the safest place to game in Australia” while delivering entertainment experiences.

The company’s reforms embedded changes in culture, practices, reporting, monitoring, and accountability across operations.

In June 2025, Crown Perth secured a deal with Foodbank Western Australia to supply hot meals throughout the region, supporting 890 households daily and producing over 170 litres of soup per week.
