Balneário Camboriú City Council approved Substitute Bill One to Ordinary Bill 136 by a 14-2 majority vote. The Executive Branch originally presented the bill in May 2025.
The legislation now requires final approval and signature from Mayor Juliana Pavan Von Borstel. Fourteen council members voted in favour of establishing the municipal lottery service.
Two council members opposed the bill during the voting session. The substitute bill replaced the original Ordinary Bill 136 with modified provisions.
The lottery service will generate revenue for public policies the municipality classifies as “strategic and of social interest.” Council members identified specific areas requiring additional funding support.
Four designated areas will receive lottery proceeds according to the bill’s text. These include Protection of Persons with Disabilities, Urban Mobility, Drug Prevention, and Southern region development programs.
The lottery functions as a fundraising mechanism for these municipal initiatives. Current revenue sources apparently don’t fully cover the city’s identified social program needs.
Traditional municipal funding methods may be insufficient for these specific policy areas. The lottery creates an additional revenue stream outside standard tax collection.
The bill authorises Balneário Camboriú to operate a municipal lottery service within city boundaries. Any lottery type regulated under federal law can now operate in the municipality.
The municipal administration is presented with three operational options under the legislation. They can directly manage lottery operations, or transfer management through concession, permission, or authorisation arrangements.
Private companies could potentially operate the lottery under municipal oversight. This structure doesn’t require the city to handle day-to-day lottery management directly.
The substitute bill expanded beyond the scope of the original proposal. It now permits all federally regulated lottery types rather than limiting operations to specific games.
Municipal officials will determine the operational model after the mayor’s potential approval.
The approved bill positions Balneário Camboriú as another municipal lottery jurisdiction in Brazil. Residents would gain access to city-operated gambling services if the mayor signs the legislation.
